EXECUTIVE LEADERSHIP When the top executive insists on excellence---not only in quality and productivity, but also in the company's safety and health record---the shift in the organization's attitude can be remarkable. Executive leadership in workplace safety and health is more than simply displaying an OSHA poster and telling employees to be careful and follow the rules. Executive leadership means "leading from the front" and being the example behind the change. Executive leadership includes instituting and promoting safety education and training sessions and appearing alongside the safety manager to help present the message. The executive's physical presence sends a message that senior management ex- pects everyone to take safety and health seriously. Executive leadership also means setting goals for safety and health improvement and carefully monitoring progress. Leadership means promoting positive sentiments such as "We can do better," rewarding employee initiative, and making safety and health the first topic of discussion at staff meetings and em- ployee meetings. AVAILABLE RESOURCES OSHA's Alliance with the printing industry is part of the agen- cy's balanced approach to assuring safe and healthful workplaces. This approach includes: developing standards and guidance; pro- viding education and training; conducting strong, fair and effec- tive enforcement; and implementing cooperative programs and providing compliance assistance to employers---especially small business owners. A good place to start when seeking OSHA's help is our Office of Small Business Assistance. Its Web site (http://www.osha. gov/smallbusiness) offers many resources to help business own- ers succeed while simultaneously protecting their employees. Our Office of Small Business Assistance works with the U.S. Small Business Administration (SBA) to raise awareness of OSHA's pro- grams when small businesses contact them for assistance. This office also responds when small businesses encounter safety and health issues raised through the SBA. Through the Alliance Program, OSHA works with businesses, trade or professional organizations, unions, educational institu- tions, and other government agencies that are committed to workplace safety and health. The OSHA alliance with the GAC, including the FTA, demonstrates how employers can work co- operatively with government agencies to protect employees and help businesses become more successful. OSHA's Safety and Health Topics page, "Making the Business Case for Safety and Health" (http://www.osha.gov/dcsp/products/ topics/businesscase/index.html), shows how employers are real- izing significant economic benefits while also fulfilling their safety and health responsibilities to their employees. The free resources, case studies and safety and health information found on this Topics page and elsewhere on OSHA's Web site provide excellent reference materials to help employers become more successful.
